EU's Delbeke Says 'Buffer' of CO2 Permits May Weigh on Market

Oct. 19 (Bloomberg) -- A "significant buffer" of carbon
permits in the European Union emissions market may depress prices
through the next decade, said Jos Delbeke, director general for
climate at the European Commission.
The EU could opt to curb the drag by auctioning fewer
allowances, he told a Platts seminar in Brussels today.
