EU CO2 May Have Fallen on Early Phase 3 Decision, Official Says

Oct. 19 (Bloomberg) -- The economic recession may have
driven down European Union carbon prices had lawmakers taken an
early decision on when to sell carbon permits for the market's
third phase starting 2013, according to an official.
The EU is currently setting rules for that phase, the eight
years through 2020. The European Commission, which regulates the
market, should wait on a decision on when to hold the first
auctions for the phase, said Peter Zapfel, head of policy co-
ordination in the commission's climate unit.
An earlier decision "would have given rise to a downward
kink in the prices," he said today at a Platts conference in
Brussels.
