China May Start Carbon Trading in Richer Regions, Official Says

Sept. 13 (Bloomberg) -- China, the world's largest power
producer, may begin a pilot project to trade emissions in the
nation's eastern provinces, a government official said.
Regions or cities in the provinces selected for the trial
would need to have gross domestic product per capita of at least
$10,000 and local governmental support for the trial, Jiang
Zhaoli, a director of domestic policy at the National
Development and Reform Commission's Climate Change Department,
said at a conference in Tianjin.
The regions and cities will set their own carbon-emission
targets for 2015 and 2020, Jiang said. The main greenhouse-gas
producing companies will then get individual limits.
China doesn't have a national carbon-trading system. The
pilot would help the country explore such a plan, Jiang said.
