EU Carbon Benchmarks 'Incredibly Difficult,' Hedegaard Says

Sept. 14 (Bloomberg) -- Setting carbon efficiency
benchmarks for allocating free allowances in the European
Union's emissions trading system after 2012 is "incredibly
difficult," EU Climate Commissioner Connie Hedegaard said.
"I know that there will be problems and challenges for
many sectors," Hedegaard said a seminar in Brussels today.
"We're trying to do that in close cooperation with
businesses."
