China Doesn't Have Conditions to Start Carbon Trading, Xie Says

Sept. 29 (Bloomberg) -- China does not now have the
conditions to begin carbon trading, Xie Zhenhua, vice chairman
of the National Development and Reform Commission, told
reporters today in Beijing.
