Emissions Traders Seek Refunds for UN Registration Delays

Dec. 2 (Bloomberg) -- The International Emissions Trading
Association, the Geneva-based lobby group in favor of cap and
trade, requested United Nations climate-protection envoys
change their rules to require a refund of fees after regulatory
delays.
Projects such as windfarms and industrial gas-cutting
plants would get their fees back should requests for
registration or credits take more than four weeks
than stipulated, according to a document handed by IETA
officials including President Henry Derwent to reporters in
Cancun, Mexico.
"IETA also believes strongly that the registration date,
which determines from when Certified Emission Reductions may be
issued, should be the date at which the request for registration
was submitted," rather than from when it was
approved.
