U.S. Can Cut Emissions 14% Without Cap and Trade, WRI Says

Dec. 7 (Bloomberg) -- The U.S. can cut its emissions by as
much as 14 percent from 2005 through 2020 if federal and state
regulators implement new rules requiring reductions, the World
Resources Institute said
With "lackluster" efforts by regulators, emissions in the
world's biggest economy may fall as little as 6 percent in the
period, according to a report distributed today at climate talks
in Cancun, Mexico, by the institute, an environmental
organization based in Washington.
In the Copenhagen Accord, the U.S. proposed cutting
emissions by 17 percent by the end of the decade compared with
2005 levels.
