Japan to Allow Foreigners in New CO2 Plan, Mitsui Official Says

Dec. 7 (Bloomberg) -- Japan will likely allow foreign
investors in its bilateral program, which seeks to meet a 2020
emissions target by funding projects in the developing world, an
official at Mitsui & Co. said.
"If there is a Japanese company involved, it will qualify
in the bilateral," Matt Inamuro, general manager for emission-
reduction projects at Mitsui, said today at an International
Emissions Trading Association conference in Cancun, Mexico.
