Utilities Won't Agree to Carbon Caps, Lieberman Says (Update2)

July 20 (Bloomberg) -- U.S. utility companies won't agree
to carbon dioxide limits for power plants being added to energy
legislation that Democrats plan to take up this month, Senator
Joseph Lieberman said.
The Edison Electric Institute, which represents utilities,
has "pleaded for more time" to consider the carbon-cutting
plan for their industry, Lieberman, a Connecticut independent
and co-author of the measure, told reporters in Washington.
Senate Majority Leader Harry Reid, a Nevada Democrat, has
said he wants to start debate on an energy bill next week and
pass it before lawmakers leave Washington in early August for a
monthlong break. Reid said today he's still writing the bill and
will meet with Senate Democrats on July 22 for talks on what it
should include.
Lieberman said Democrats should consider delaying a vote on
energy legislation rather than "force ourselves to be
constrained by an artificial schedule." Lieberman said he met
today with board members of the institute.
Jim Owen, a spokesman for the utility group, said he
couldn't comment on Lieberman's talks with EEI officials.
"We are not commenting until the majority leader develops
his legislative proposal," Owen said in a telephone interview.
